   A plural made the usual way for initialisms: a bare lowercase s, with no apostrophe. It forms only where APR is countable, as with annual percentage rates set side by side when comparing cards or loans. The April abbreviation never takes it. The same letters also spell two names whose final s is a word, not a plural: the recording-studio association and the packet-reporting system.

   Here the final s is the initial of Services, not a plural ending, so the letters name a single body rather than several rates. Like most organization names it takes the definite article: studios join the APRs, and the APRs issues guidance. Without that article, a reader is likely to take the letters as the plural of APR.

   Note

   The lowercase s stands for System, but unlike the recording association this name usually goes without an article, the way a network or channel does. Data is sent over APRs and readings are fed into APRs. Live position reports from the field and weather-station temperature and pressure readings are the kind of traffic it carries.
