governs
- 1Third-person singular simple present indicative of govern.
The elected council governs the region from the capital.
A single principle governs the behavior of every particle in the model.
Note
The -s form carries every use of the verb, with or without an object: a council governs the region, or simply governs, and one rule governs an outcome. The restraining sense is old. William Stephens, in An Account of the Growth of Deism in England (1696), writes of something that "regulates and governs the Passions of the Mind." Using it of a household or an affair, meaning just "manages," is now obsolete.
