The peace accord legitimated the rebel leaders as a recognized political party.

Note
A past form only the verb can produce: legitimate is also an adjective, but the adjective takes no -ed, so legitimated always names the act of making something lawful or valid. Being transitive, it needs an object (the accord legitimated the party) or a passive (the claim was legitimated). In law it has a precise use: a child born outside marriage may later be legitimated, and so count as lawfully begotten.
